TERMS AND CONDITIONS
Paeroa Community Support Trust Community Programs
1.PCST PAEROA COMMUNITY SUPPORT TRUST TERMS & CONDITIONS (PCST)
PCST Terms & Conditions apply and become binding when I enrol in a PCST Community program such as the OSCAR- Afterschool care program, Holiday program and / or recreation program. This includes the OSCAR afterschool care transport program.
We may refuse to accept any application for enrolment from any person.
PCST Terms & Conditions may change without notice. However, all reasonable efforts will be made to notify clients of pending changes.
2. PCST COMMUNITY PROGRAM IS AN APPROVED & ACCREDITED SERVICE BY THE MSD MINISTRY OF SOCIAL DEVELOPMENT.
PCST Community programs follow the MSD Social Sector (OSCAR) Standards. The standards reflect the standard for OSCAR services to work towards, and achieve, meeting health and safety standards, having adequate staffing, program provision and service management. 3. BOOK YOUR CHILD INTO A PCST CHOLDREN'S PROGRAM
PCST uses the online ENROLMY booking system.
Enrolmy assists parents/carers to be in control of their own bookings, see how much they owe every week and make the payment.

4. OSCAR FEE SUBSIDY FROM WORK AND INCOME NEW ZEALand (WINZ)
I may be able to apply for OSCAR Fee Subsidy from Work and Income, this will cover part of my weekly account fee.

I am aware that if Work & Income decline my application for any reason that I will be liable for the full amount owing.
I am aware that if my child does not attend their booked session PCST will keep the WINZ portion.
5. OSCARAFTERSCHOOL CARE & HOLIDAY FEES SCHEDULE (inc gst)
· OSCAR After School Care $7.00 per hour (WINZ approved)
· OSCAR Holiday program $7.00 per hour (WINZ approved)
· OSCAR late pickup fee after 5.30 pm per child $25 per 15 minutes late or part thereof -
Please note: LATE FEE IS PAID ON THE SAME DAY & IN CASH TO THE ROSTERED STAFF ON
· OSCAR Holiday program excursions
I understand there are additional excursion costs for admission fees to attend main attractions i.e., event tour guides, zoo/museums entrance fees, fun water parks, children theatre shows etc.
Whanau families will be emailed through Enrolmy notification of excursion information & fees and permission for their child/children to attend. Holiday program usually plan for two excursions over each holiday period.
We charge like a Day care where clients are billed for the days the children are enrolled regardless of attendance. This covers staffing, equipment and materials planned for that day. Children's safety is paramount to us.
We ensure Adult: Child ratio numbers are always met and organize activities to meet the demands of the age groups.
Note* OSCAR Subsidy are paid towards whanau weekly accounts. Public Holidays to cover ongoing operating costs including staff wages, I understand the service will continue to charge families when the regular booking falls on a public holiday.
6. TRANSPORT FEE
· OSCAR Afterschool Care $2.00 fee per child, per day, pick-up from school
· OSCAR Holiday program - $5.00 per child, fee charged only on excursion day.
7. OSCAR PROGRAMMES - OPERATING HOURS & AGE GROUPS
Age group: 5 years to 13 years old
AFTER SCHOOL CARE:
Monday -Friday 3.00pm to 5.30 pm
School terms 1, 2, 3 & 4.
HOLIDAY PROGRAM HOURS:
Monday - Friday
Early morning session 8.00 - 9.00 am Early morning session
Day session 9.00 - 3.00 pm
Afternoon (late) session3.00 - 5.30 pm
We are committed to providing a safe and supportive environment for all children in our programmes. To ensure we can meet each child’s individual needs appropriately, we ask that if your child is supported by a Teacher Aide during the school day, or attends a specialist/special needs school, a similar level of support will need to be arranged for their attendance in our programme.
As our staffing structure and ratios differ from those in school settings, families will need to organise and cover the cost of a Teacher Aide (or equivalent support person) for their child while attending. Any support person provided must be aged 16 years or older.
This requirement helps us maintain a safe, inclusive, and positive experience for all children. We are happy to work alongside families to support this process where possible. Please feel free to get in touch to discuss your child’s needs.
PCST Tamariki Junior Program encourage children to learn through play to gain social & emotional skills to form safe & positive friendships, to engage in physical activities and creative projects that enhance on their cognitive development and wellbeing. To gain leadership skills with responsibilities i.e. leading the group in game settings, team leader & care for group of children (with adult supervision) etc.
Tamariki Jnr age group: 5 years to 9 years old
FLEXIBLE BOOKINGS:
Full time, part time and casual places are available (unless the service has reached capacity).
PUBLIC HOLIDAYS: We do not operate during public holidays.
8. OSCAR PROGRAM AND PLANNING
OSCAR programs offer a mixture of structured activities and free play that is child-directed. Under the Ministry of Social Development OSCAR Accreditation Standards, as an operator we are required to be responsive to the needs, strength, abilities, and interests of Tamariki & Rangatahi (children & youth), including the wishes of whanau (families).
The program also reflects the program hours, facilities, resources, and the skills of the educators.
The weekly program is displayed on the whanau notice board with regular updates.
Learning stories by educators regularly there will be a display of photos & a summary of children’s play experiences and the gained learnings/skills children are demonstrating and practicing.
9. FOOD PROVISION AND HEALTH & SAFETY
Afterschool snack - the service provides afternoon tea that is nutritious & healthy.
On special occasions, there could be treats i.e., celebration events (birthdays)
OSCAR Holiday program Whanau are expected to provide their Tamariki & Rangatahi with morning tea & lunch. If Tamariki are booked into the afternoon late session, Whanau are expected to provide their Tamariki with afternoon tea.
Clearly labelled lunches with refrigerated items are to be stored in the OSCAR program fridge, by the Whanau. Ask Staff to direct you to the fridge.
Please do not send instant noodles, or money to buy lunch, as we cannot facilitate this, and we do not want your child to go hungry.
10. PCST EDUCATORS CONTACTING FAMILIES
I accept the service may contact me to discuss any matter relevant to the best care of my Tamariki/Rangatahi.
I will attend parent/carer meetings with OSCAR staff, to help develop a Guidance behavioural plan if required to support my Childs inclusion in the OSCAR program(s).
I understand if I choose not to engage in discussion or meet with staff, the service is unable to progress the matter further.
Therefore, the service has no choice but to give me notification (by text & or email), that my child will not be able to attend the OSCAR program.
Until a time, I decide to make an appointment with the OSCAR Coordinator or General Manager by calling the office P: 07 862 9129 for further discussions.
11. PCST STAFF ARE RESPONSIBLE FOR CHILDRENS CARE & SAFETY
PCST Educators (staff) will take every care with my Tamariki/Rangatahi but cannot be held responsible for accidents.
12. WHANAU ARE RESPONSIBLE FOR THEIR CHILDS CARE & SAFETY
I agree to provide any information requested by Staff concerning the state of my Childs health, development, physical, or mental well-being.
I must provide a medical certificate if requested.
I warrant that my child/children have the level of fitness required to undertake our chosen program and its activities.
13. PARENT/CARERS RESPONSBILITIES FOR DROP OFF/PICK UPS
I am responsible for getting my child to and from the OSCAR community program(s) unless I
registered my child on the OSCAR afterschool transport service. The transport service.
allows the staff to pick up my child/children from their school. The staff will sign my child into
the afterschool care program, on my behalf. This is an important safety procedure to ensure.
all children are always accounted for.
14. PARENT/CARERS ARE RESPONSIBLE TO SIGN IN/OUT FROM COMMUNITY PROGRAMS
I am responsible to record & sign my child in on drop off and sign my child is out, on pick up, with the Enrolmy attendance tablet.
This is an important safety procedure to ensure all children are always accounted for.
15. ABSENTEES - CONTACT STAFF IF YOUR CHILD IS BOOKED IN BUT WONT BE ATTENDING.
If my child is going to be absent, I will call the service on PH: 07 862 9129 to let staff know.
I understand the Educators will be concerned & will call me if my child does not arrive at the program as expected.
If I am uncontactable, Staff will use my emergency contacts to notify a contact that my child has not arrive & is missing from the program.
Please note, it takes time and effort to locate children who have not arrived, and staff would rather be spending it with the children who are attending to ensure MSD OSCAR standards are met.
Locating a missing child requires energy & efforts that could interrupt the active supervision ratios for all others in the program.
I understand I am to give minimal 48 hrs notice to staff, when my child/ren won’t be attending a booked session.
I understand my account will be charged as usual if I don’t provide 48 hrs notice.
16. REFUNDS
There are no refunds after the commencement of a community program.
17. CANCELLATIONS
If I need to cancel my child/runs booked session(s), I am responsible to give minimal 7 seven days’ notice.
I understand cancellations allow the session(s) to be open for families who are on a waitlist. If I do not give seven days’ notice & release my booking session(s), I understand that my account will be fully charged as usual.
Please note: PCST OSCAR programs is an MSD approved service. Therefore, we comply with the OSCAR Standards to meet Staff/child ratio.
Booking sessions determine our staff roster arrangements.
PCST is a not-for-profit, and being over-staffed incurs significant expense to our organisation.
It is important families who cancel give the service as much notice as possible.
18. PERSONAL INFORMATION and PRIVACY & CONFIDENTIALITY
I will notify the service if my contact details change. This is very important if staff need to get in touch with me urgently.
I am responsible for updating any information relating to my child/Childrens registration, including change of address, phone numbers, email, and emergency contacts.
I am responsible to ensure my registration & information provided is current.
Medical conditions: I will notify the service via e-mail info@carehouse.org.nz of any medical conditions that requires medicine or possible emergency treatments. I will be specific.
I will ensure my child/ren leave their valuables at home as neither the program nor the staff can take responsibility for them if they are broken or lost.
I will notify staff of any behavioural condition that staff need to be aware of .
All information shared within PCST Enrolment & Safety forms are treated in the strictest confidence.
We may need to share your personal information with other OSCAR staff to ensure your child/Childrens safety & their needs are met.
We take all reasonable precautions to protect your personal information from misuse, loss, unauthorised access, modification, or disclosure.
Under the Privacy Act 2020 you have the right of access to, and correction of, personal information held by the service.

19. CODE OF CONDUCT
Participants are required to maintain the community programs high standard of cleanliness and the good order of its facilities.
You will be responsible for all damage incurred by you or your family members, whether directly or indirectly, to equipment or facilities, and you will reimburse us for any loss we suffer or incur because of such damage.
All reasonable efforts will be made by staff to ensure Childrens property are safe by keeping/stored in designated areas.
I acknowledge that my personal possessions are my own responsibility when undertaking an afterschool care, holiday, or recreation program.
I undertake the program at my own risk. I acknowledge that neither PCST, nor anyone associated with the PCST will be liable for any injury or accident, I or my child/children experience while participating in a PCST program or for any damage or loss to my personal belongings.
20. EVENT OF SICKNESS OR ACCIDENT
In the event of any sickness or accident occurring while my child/ren are participating in the program, I acknowledge that qualified medical attention may be obtained at my expense by the PCST Staff (and that staff will endeavour to contact me or my emergency contact prior to this occurring).
21. SURVELLIANCE CAMERAS
I understand there are surveillance cameras onsite, with limited recording for the safety & security of all participating in the Community programs.
22. PCST POLICY & PROCEDURES
PCST Community programs operate under the PCST Policy & Procedures Community Programs. This document is available at the PCST Carehouse reception desk.
23. PCST ENROLMY INVOICES
Invoices are sent out weekly, via Enrolmy email.
Families are responsible to ensure invoices are paid weekly, to avoid back log.
If experiencing financial challenges, please contact the OSCAR Coordinator or Office Manager (see reception) for payment arrangements.
An agreement for a payment schedule will be drawn up, with Parent/Carer to sign.
If the payment schedule is not followed, a letter will be emailed to notify the account holder, that until payment is made, the family member(s) will be unable to attend the Community program.
24. OVERDUE ACCOUNTS
Arrears definition: where payments fall behind consecutively.
What happens if my account payment is due and in arrears for more than 1 week?
Account holder will receive a reminder notice with payment to be made in 5 working days.
If no payment is made the account holder will receive last & final notice with due date.
If payment has not been received by due date, the child/children will not be able to participate in the program until payment has been made.
Accounts are reviewed monthly for any outstanding amounts owed, in which account holder will be contacted by the Office Manager or OSCAR Coordinator.
Any Outstanding amount of 30 days or more, will create a debt which we may refer to a debt collection agency or other duly authorised agent for collection.
I agree to pay on demand all our reasonable expenses, including debt collection fees and legal costs (on a solicitor/ agent/client basis) in relation to the collection of all overdue money.
27. COMPLIANCE
When I enrolled in the PCST community program these terms and conditions will apply to my child's participation in the program.
I will ensure that my child complies with these terms and conditions as applicable to him or her.
I understand PCST staff are not responsible for the safety of children or participants outside program hours.
I acknowledge that if I am late in collecting my child from the program, I will incur an additional charge.
Whanau, Tamariki and Rangatahi participation in PCST community programmes is subject to these terms and conditions, any relevant policies, industry body standards, and New Zealand law.
28. TRANSPORT
For private car or program van, children under 7 years will be seated in a booster seat, provided by the parent/caregiver. A booster seat is optional for commercial hire as we fall under their legal requirements for Health and Safety.

This fee is intended for occasional emergencies only, not for regular extended care.. Our staff are rostered to finish at 5:30 PM, and repeated late pickups place a strain on our team and operations. We kindly ask that families plan accordingly and have backup arrangements in place when needed.

Acceptable Behaviour Guidelines
Keeping on track at Paeroa Community Support Trust OSCAR Programs
Step One
My behaviour is beginning to stop me, and possibly others, from enjoying and participating in the OSCAR program.
Step Two
I keep doing things that stop me from participating in an acceptable manner in the OSCAR.
I need to change my behaviour and apologise to anyone I have affected.
My parent/carer will be contacted about my behaviour.
Step Three
Even after being offered support my behaviour still affects the running of the OSCAR program, my parent/carer and I will work out an action plan with staff that will support me with my behaviour.
It is my responsibility to keep to this plan.
Step Four
I am not doing what I agreed to do.
My parent/carer have been told that I will be stood down or suspended from OSCAR if my behaviour does not change immediately.
Step Five
My behaviour has not changed.
I am not able to come to OSCAR on my next Enrolmy booking.
My parent/carer will need to organise time off work or arrange another childcare arrangement for me.
At all times from step two, my parent/carer will know which step I am currently on, and regular feedback will be provided to them by OSCAR staff.
OSCAR staff will decide which STEP, I should be put on depending on the severity of my behaviour and if it affects my safety and the safety of others.

ACCEPTABLE BEHAVIOURS
I listen to the Staff instructions.
I respect myself, other children, and all staff.
I keep myself and others safe.
I keep my hands to myself.
I use gentle (soft) hands on others.
I use appropriate language and have appropriate conversations.
I STOP when someone asks me to STOP
I respect all furniture and equipment.
I sit on the chairs, couches, and bean bags.
I walk inside.
I pick up and clean up after myself.
I help keeping afterschool & holiday care a fun, safe place to be!
EXTREME BEHAVIOURS
Putting myself or others at risk by:
Leaving the Carehouse building,
Running to the road, l
Leaving OSCAR unaccompanied,
Pushing someone into the road.
I DO NOT cause someone bodily harm by:
hitting, punching, pushing, pulling, struggling, biting, kicking, slapping, throwing objects at them etc.
I DO NOT Cause someone psychological or emotional harm by:
Calling names, teasing, being bossy, insulting, verbal abuse, racist comments, rude language
Aggressive yelling or shouting
Unwanted physical contact, act to intimidate others, threatening gestures with face and body.
Making repeated negative comments about a persons appearance, lifestyle, family, or culture
Regularly inappropriately teasing or making someone the brunt of pranks or practical jokes
I DO NOT damage or destroy property or furniture etc.
In case of extreme behaviour, it is up to staff discretion to act from whatever STEP we may find appropriate, depending on the circumstances.
The following agreement is for the parent/carer to sign.
Please be advised that all outstanding invoices must be paid in full by close of business at year end. Unfortunately, we will not be able to accept any new bookings for programs in the upcoming year until all previous balances have been settled.
25. FEE CHANGES
The Paeroa Community Support Trust reserves the right to adjust Enrolment fees, including transport fees when they deem it appropriate. Fee changes are subject to change due to operational costs and increase inflation.
26. OSCAR CONCERNS OR COMPLAIN
The complainant is advised to put his/her/their issues in writing using the PCST feedback form or send an email to info@carehouse.org.nz..
Raise your concerns directly with the OSCAR Coordinator, however, if unsatisfied with the outcome please progress as below:
OSCAR Coordinator (07) 862 9129
Coordinator will listen to the concern/issue and discuss how the raised issue will be address.
Coordinator will document the discussion.
Coordinator will give the client a written letter of the issue addressed with solutions, and a follow-up date. If still unsatisified you can contact the General Manager 07 862 9129.
