Our Mission: To provide planned, child centred out of school care that builds relationships, is accessible, safe and fun.
Based at Fenwick school our programme runs Monday to Friday. A variety of activities are offered including:
- swimming
- gardening
- bus trips and outings
- art and craft
- cooking
- indoor / outdoor games and activities
Before school care - provides breakfast and the children are dropped off at school.
After school care - children are picked up from their school and provided with afternoon tea.
Holiday programme - These are run for two weeks of each school term holidays, the week before Christmas and three to four weeks in January.
WINZ subsidies are means tested and available through Work and Income. The maximum subsidy available is $6.52/hour
Oscar@Fenwick is run by the Waitaki Out of School Care and Recreation Trust. As a Charitable Trust any profits we make go back into improving the programme for the children.

OSCAR @ Fenwick - Terms and Conditions
- Before School Programme $9 per morning session. A holding fee of $7.65 will be charged for any absence unless 1 week's notice is given.
- After School $25 per day. Family discount of 15% for two or more children. A holding fee of $21.25 will be charged for any absence unless 1 week's notice is given. A full fee - $25 will be charged if no notification is given. If we have not been notified and your child does not arrive we do everything we can to locate him/her, however, our staff are unable to leave the programme.
- Holiday Programme $55/day. (You will be charged full price for any days your child is booked into the holiday programme)
Holiday bookings will not be accepted until all previous debts have been paid.
Once your child's name is on the roll, we expect him/her to be at the programme unless we have been notified by the parent/caregiver. Please call or text 0211 565 871 to report absences.
We accept electronic payments. Our bank account number is 03 0937 0437711 00.
Subsidies are available from Work and Income. Please check to see if you are eligible. Parents will need to pay the balance of fees. Subsidy forms must be filled in, signed by the Supervisor and returned to WINZ before your child starts.
Late applications may not be accepted by WINZ so please ensure that all forms are in before the start of the programme, or full costs will be incurred.
Please see the supervisor if you wish to see our policy and procedures manual. It contains detailed information on health and safety, making complaints, employment procedures etc.

- Collecting your child If a person arrives to collect your child whose name is not on your enrolment form, then we are obliged (for your child's safety) to keep your child in our care until you have been located for your consent. To save embarrassment for all concerned, we would appreciate prior notification from you on this matter. Note that it is your responsibility to ensure your child is delivered to and collected from the OSCAR holiday programme, and collected from the afterschool programme. Please remember when the programme closes as you will be charged $20 for every 15 minutes over this time.
- Signing your child in and out Each day when you drop off or collect your child, it is essential that you sign the tablet. A staff member will show you where it is. We need to know your child has gone home safely. No child will be accepted prior to programme commencement times. You may arrange for older children to leave the centre unaccompanied, but parents must sign a permission form indicating when the child may leave.
We will provide breakfast for the Before School Programme and a small snack for morning and afternoon tea. The provision of food may sometimes be part of a cooking programme. If your child has particular needs it would be helpful if you were able to provide for this. Please ensure your child does not bring lollies or "junk" food.
Children who attend the Before School Programme will be transported to their school. Fenwick children will walk to their classrooms.
For the afterschool programme children will be picked up from their school in our vans or travel to the Centre by bus or taxi. Vans will be driven by approved drivers who hold a current clean drivers licence. MSD Policy requires that there are at least 2 people supervising OSCAR programmes. When your child is being picked up from school, however, there will be one adult only in the van with them.
Parents will be informed, via the notice board or written programme, before children are taken on outings. Whenever the group leaves the centre a note will be left informing callers of its whereabouts. A list of children and their contact details will be taken on outings.
Please label your child's clothing clearly and check the lost property box daily. Unclaimed items will be donated to charity at the end of each term, or 2 weeks after the end of the holiday programme. We do not accept responsibility for the loss of children's belongings during the programme.
Staff work with families to positively guide children's behaviour at this service. Our behaviour guidance policy combines positive reinforcement of good behaviour and relevant consequences for inappropriate behaviour. We reserve the right to cancel a child's booking when their behaviour continually threatens the positive and safe environment we create. No refunds will be offered.
Please keep staff informed of changes in family circumstances that may affect your child.
Our staff is trained to deal with emergencies. In the case of a serious accident involving your child the staff will contact you and take the child to the nearest medical facility. In a civil emergency the staff will remain at the centre until all children are collected.
The programme has a detailed child protection policy, which includes the reporting of any suspected child abuse to Oranga Tamariki.
Please do not bring along sick children, as we do not have facilities to care for them. If a child becomes ill during programme hours, parents will be called to come and collect them. Please inform staff of any medical conditions that affect your child, including information on treatment and medication required. Medication will not be administered to a child without parents prior written consent, however verbal consent may be obtained for the administration of one off, non-prescription pain relief medication.
OSCAR is governed by a Management Committee which meets on the 3rd Monday of the month. New members are welcome. If you are interested in joining this group, please talk to the Business Manager.
The complaints procedure is displayed on the notice board at the centre. If you have a complaint please talk to the Business Manager, Heather 027 872 5266 or the Chair of the Management Team, Claire Muir.
Any personal information you disclose to us is protected under the Privacy Act 2020. This ensures your information remains private and will only be revealed to the relevant government agencies either during audits or if we suspect a child protection issue.
I agree and acknowledge:
- I have read and understand the attached information.
- I agree to inform the supervisor of any absences of my child.
- The supervisor has my permission to contact emergency services and arrange any necessary urgent medical treatment at my cost.
- I agree to my child being transported by van, taxi or bus, driven by an approved person, from the OSCAR base to organised activities away from the site and to and from schools.
- All care will be taken to provide supervision of children attending the programme in accordance with our policies and procedures. I acknowledge however, that neither the staff nor the management of the programme will be liable for any loss or damage (by way of accident, injury, theft or otherwise) arising out of attendance at the programme.
- I accept responsibility for any costs incurred in the recovery of debt.
